Any URC member can organize a Scrim, but they need someone from the Council to say "Yes", otherwise they can't do it. And for Battles, I think it should be the Council that organizes those.

And what if no council member is available for approval?

It makes more sence to me, to do it this way. Just puttin' it out there.

Yeah im cool with it, i was just wondering what to do. Only thing is, some of us rebels may get the funny idea of scrimming without permission or something like that and there wudnt be a way to know...this is all theoretical lol not saying im gonna go break rules
